InnaWikka - W pierwszym zdanie "who is blaming" brzmi bardziej jak "kto oskarża".
Natomiast drugie zdanie według mnie jest poprawne. Tak samo mogłaby być wersja "It is not you who is blamed for that accident" - vor 4 Jahren

Drugie zdanie jest poprawne. Tutaj notatka gramatyczna wyjaśniająca to zagadnienie: https://www.etutor.pl/lessons/en/c1/49/3/15604

W pierwszym zdaniu brakuje dopełnienia po "blaming" ("It is not you who is blaming me for that accident"). Oczywiście, zmieni się znaczenie ale wtedy zapis będzie poprawny.
